How to unlock Horsea
To add it to your League, complete its challenge — soak 12,000 pokémon — then weaken and catch it when it appears in your next run.

Goal: 12,000 - Catch it in your next run.
After the challenge is complete, Horsea appears in a run. Weaken it and catch it — it only joins your League once it is caught.
"In a single run" goals must be met in one run; the others add up across all your runs. League-size goals count the partners you have caught.

You spit a 12 m cloud of ink that blinds everyone (charm) and fire twelve ink balls in all directions.
Dragon Whirlwind
The ink, two whirlpools advancing toward your target and a dragon water jet falling from the sky on the strongest enemy.
Horsea's evolution
It evolves into Seadra at level 41.
